SELECTMEN’S MEETING
September 29, 2022

Opened the meeting and established a quorum present. Selectmen present: Ben Astbury, Colby Pert, Michael Sheahan. Also present: CEO Duane Ford, Assistant Barbara Grindle, Susan Ford (by phone Jerry Wetterskog, Christine diPretoro).

There being no errors or omissions in the records of the last meeting, moved, seconded and voted 2-0-1 (Astbury abstained) to approve them as written.

Reviewed and signed the treasurer’s warrant for $212,073.38: education $211,560.93; plumbing $77.50; administration $74.95; sludge $180; town office $60, fire protection $120.

CEO REPORT: People checking for construction, planning for winter; Sally Mitchel planning for a float for seasonal use; a large site on the Ridge Road planning for a double wide home; met with Keegan Ferro from DEP and visited two sites on Black’s Pond, one needs DEP’s Dawn Hurd for a shoreland inspection, the other has apparently filled in the run-off stream with small stones, and the right side of the stream has been filled with gravel, do have before photos, large I beams have been placed over a wetland area, Ferro will report the violations, especially the I beams, to his supervisor as these are very definite DEP violations, will be following up.

DISCUSSION ITEMS: 1) Multi-town Housing Meeting – Astbury attended the meeting with several selectmen and the Island Workforce Housing Group. A good meeting and many suggestions. Will continue meeting to get some ideas to focus upon.
2) Unresolved Business – a) DOT review of speed limits on Old County Road and Christy Hill, Christy Hill will be a 30 mph road and Old County will be 30 mph on a portion and 40 mph on the rest of the road. Will check on needed signs and find someone to install them as soon as they arrive.
b) DEP has approved the changes to the Shoreland Ordinance made by the Planning Board and approved by the town.
c) the electrical service at the sand/salt site needs to be changed. Will contact Paul Gallo to do the changeover.

ASSISTANT’S REPORT: ready for General Assistance public hearing.

ADJOURN: Adjourned the meeting at 6:47 p.m.

SPECIAL TOWN MEETING: Opened the hearing for the General Assistance Appendices at 7 p.m. 7 people present. Assistant explained the new allowances, there was one comment regarding the mileage allowance. The hearing was closed at 7:07 p.m.
SPECIAL TOWN MEETING: Opened the hearing for the On-Premise Liquor License for Eggemoggin Country Store at 7:15 p.m. There were 7 present. Owner Patricia Whiting was present and explained her plans for expanding the café and serving beer and wine. The hearing was closed at 7:24 p.m.
