Selectmen’s Minutes for January 2, 2014

  TOWN OF SEDGWICK SELECTMEN’S MEETING January 2, 2014   Opened the meeting and established a quorum at 5:45 pm.   Read and approved the minutes of the last meeting.   There was no warrant to be signed.   Tax collector and treasurer/clerk were not present.   OLD BUSINESS:  The computer system package was approved and ordered.  Steve Brown and S.J. Rollins will be at the office to set up, install and instruct us,  hopefully by January 15. The Town Dock extension is until Jan. 15, 2014.  Selectmen and harbormaster  have determined that the dock is safe for use and will tell the insurance company  that no work will be done this winter. The slab has been poured in the cellar. The town report is being worked on.  Clerk has received bids for printing, but was  not present to present the bids.   NEW BUSINESS:  Assistant will try to get the budget committee together for  Thursday the 9th.  Voted 3-0 to raise the pay for the selectmen from $4,000 for  the 2nd and 3rd selectmen and $8,000 for the 1st selectman to $8,000 for all  three, plus an extra $1,000 for the chairperson.     No CEO, no report.   There being no further business, the meeting was adjourned at 6:35 pm.   Victor Smith, 3rd Selectman

Selectmen’s Minutes, December 19, 2013

TOWN OF SEDGWICK SELECTMEN’S MEETING December 19, 2013   Opened the meeting at 5:55 pm and determined that a quorum was present.   Selectmen present were:  Neil Davis, Nelson Grindal, Victor Smith.  Also present:   Tax Collector Belinda Pert, Steve Brown, CEO Duane Ford, Frank and Tanya Peasley,  Assistant Barbara Grindle.   Read and approved the minutes of December 12.   Signed the Treasurer’s warrant for $4,521.66; $1,888 was for general assistance,  $950 was for snow removal.   The Peasley’s asked the selectmen for support for an oyster growing project on  their property on the Bagaduce River.  They have applied for permits from DMR  and all of the selectmen signed the papers giving their support to the project,  which will be located off the back of their property on Franks Flat.   OLD BUSINESS:  Steve Brown explained the latest proposal from S.J. Rollins, and  some of the cuts he had made to it.  Those cuts, which were mostly reductions in  equipment and/or equipment that we could purchase less expensively, saved the  town over $1,000 off the proposal.  The deadline for acceptance of the proposal  is Dec. 26, a final decision will be made on the selectmen’s meeting Monday, Dec.  23 before the Christmas holiday. Grindal has talked with Ryan at Haskell Electric about the rest of the work to be  done. The tax collector presented the selectmen with a proposal to double her hours    NEW BUSINESS:  Requests for charitable contributions are coming in.  The ones  received are already over the $34,000 line. Work will be starting on the 2014-15  budget.   CEO REPORT:  He has attended a local meeting and area towns are suggesting a raise in junkyard fees.  Junkyards would be very expensive to shut down and clean up if the necessity arises, and a raise in fees should help pay for it.  They also discussed stormwater management by the town; since DEP doesn’t seem to support what the towns are trying to do, the towns need to do it themselves.  He has had a request about possible acquisition of the Bayview Avenue cell tower and will be following it carefully.   There being no further business, the meeting was adjourned at 7:50 pm.   Victor Smith, 3rd Selectman

SELECTMEN’S MEETING December 12, 2013   Opened the meeting at 6 pm with a quorum present.  Selectmen present:   Neil Davis, Nelson, Grindal, Victor Smith.  Also present were:  Treasurer  Cindy Reilly, CEO Duane Ford, and Assistant Barbara Grindle.   Read and approved the minutes of the last meeting.   Signed the treasurer’s warrant for $64,345.97;  school expenses were  $56,483.12, salt for the roads $1920.35, a new toilet for the office  $942.22 (repairs for the rotted floor not included).   Tax Collector doesn’t think that purchasing the electronic car registration  would benefit the town financially at this time.  We will be upgrading the  website to include more town information when the new computer system is installed, a meeting will be held with the webmaster to see  what should be included on the site.  Federal mileage reimbursement is  $.565 per mile, we will begin to pay this starting Dec. 12.  Thanks to the  Brooklin Garden Club for the lovely wreath on our front door.    OLD BUSINESS:  Two new quotes for the computer system were received.  We have until Dec. 26 to decide which of the four quotes are the best for our requirements.  Selectmen will meet with Steve Brown to discuss them   The new lights are installed in the two offices, but there is more to be  done – dimmers for the new lights, a delay light for the handicap parking  area and a light for the far corner of the front parking lot are among the  work left to be finished. The handicap parking area is done as much as possible for the winter.   NEW BUSINESS:  Assistant to ask the budget committee to start meeting  the first Thursday in January for work on the town meeting finances.   reasurer has two bids on the town report and is expecting two more.   Any requests for inclusion in the book must be in the office by January 3,  2014.   CEO REPORT:  The Planning Board presented the selectmen with some  changes in ordinance language for approval and inclusion in the town  report.   THE SELECTMEN WILL MEET ON DECEMBER 23 AT 5 PM, instead of their  regular meeting on Dec. 26.   There being no further business, the meeting was adjourned at 7:25 pm.   Victor Smith, 3rd Selectman

TOWN OF SEDGWICK SELECTMEN’S MEETING December 5, 2013   Opened the meeting at 6 pm and established that a quorum was present:   Selectmen present were Neil Davis, Nelson Grindal, Victor Smith.   Also present were: Treasurer Cindy Reilly, Assistant Barbara Grindle.   Read and approved the minutes of the last meeting.   Signed the treasurer’s warrant for $11,093.82; salaries accounted  for $7,066.70, taxes on salaries, $551.16, general assistance, $729.   OLD BUSINESS:  The experts are working on the prospective computer  system.   Tax Collector reported that the TRIO system for doing car registrations  would be $7,868, including training time.  She will be asked to describe  how it will benefit the town financially. The Marine Resources Committee (Harbor Committee) has a proposal  for marking the town line through the River.  It will be presented to the  Brooklin selectmen for discussion.  If approved, there will be an article in  the town report. RJD Assessors are still working on the tax cards, updating the information, adding photos where needed and putting the information in the computers.   NEW BUSINESS:Assistant will be starting the Town Report.  Letters will be sent to those submitting reports.  Town Meeting is March 7 and 8.  If anyone has suggestions for special dedications, please call or write the town office at PO Box 40.  The budget committee will be asked to meet each Thursday in January.  Treasurer to get bids for printing the report.   CEO not present.   There being no further business, the meeting was adjourned at 6:50 pm.   Victor Smith, 3rd Selectman

TOWN OF SEDGWICK SELECTMEN’S MEETING November 26, 2013   The meeting was opened at 6 pm by First Selectman Neil Davis.  Present were: selectmen Neil Davis, Nelson Grindal and Victor Smith.  Also present were Fire Chief  David Carter, CEO Duane Ford, Treasurer Cindy Reilly and Assistant Barbara Grindle.   Read and approved the minutes of the last meeting.   Signed the treasurer’s warrant for $299,221.49; education costs were $260,590.62,  RJD for the reassessment payment of $8,300, and the transfer station quarterly  payment of $24,907.25.     Old Business:  Had a telephone conference between office staff, Steve Brown and  Steve Rollins of S.J. Rollins.  Many questions asked and answered.   Will review the proposal and get back to Rollins with any further questions and  adjustments (his estimate was for 5 terminals, we only have 4 for example). The cellar project is waiting for contractors. The parking lot is in, but needs more compacting.   New Business:  Barter Lumber wants access across the old dump site for hauling  trees as they cut on their woodlot.  Selectmen checked the closing requirements and determined that it would be within the limits to give permission as long as  they stay to the west of the dump area, and return any damage done to the  original state. The sign has been replaced at the South Cross Road and Christy Ridge  intersection again. The truck purchased by the fire department from Brooksville is now in service.   Fire department received a grant for one set of turnout gear from MMA.   CEO report:  Not too much going on to report.  The Planning Board  ordinance committee will meet to work on update changes.     There being no further business, the meeting was adjourned at 6:45 pm.
