SELECTMEN’S MEETING
April 6, 2023

Opened the meeting and declared a quorum present. Selectmen present: Ben Astbury, Susan Ford, Colby Pert. Also present: Clerk/treasurer Cindy Reilly, CEO Duane Ford, Assistant Barbara Grindle, Leslie and Garry Schneider, Sommer and Kelly Samperi, Desmond Ashman, Donna Beninati, (by phone Jerry Wetterskog).

Approved the minutes of the last meeting as amended.

Reviewed and signed the treasurer’s warrant for 3/30 $107,310.57 (m/v clearing $27,829.05); warrant for 4/6 $14,502.80 (salaries and taxes $6,479.69).

CEO REPORT: Got a call from a property owner that the drainage from an abutting property is causing drainage problems at his home; an attorney for assistance about a septic system on a pending sale, will do more research; had a check-in on new construction and the setbacks on the Bagaduce River.

DISCUSSION ITEMS: 1) Desmond Ashman – Harbor Committee: Would like to purchase 2 finger floats probably from John Gray – moved, seconded and voted to approve expenditure; Road commissioner dropped off the crushed stone; there is a large stone with a staple in it that has been unclaimed for years, may use it as needed, harbormaster will take care of moving it, approved also.
2) Sommer Anderson – Elementary School – personal concerns regarding superintendent.
3) Comprehensive Plan – Funding request – Would like to hire a consultant for $2,000 to start an audit and make recommendations and guidance in updating the town comprehensive plan, which was done in 1993. State suggests an updated plan every 10 years. Planning Board and volunteers are working on an update. Will take up again next week.
4) Unresolved business – a) Ford has sent information for Rapid Renewal, waiting for paperwork to start using program; b) Clerk has ordered a new safe for the vault; c) Road Commissioner will take care of the Carter Point water drainage problem; d) Road Commissioner checked the road damage on Old County Road caused by a large wood cutting machine, talked with the owner and there will be no more damage; e) Blue Hill Heritage Trust has been cutting weeds on the Ferry Landing property and would like to burn them, approved as long as they get a permit and burn in a safe place.

ASSISTANT’S REPORT: Have finished checking John G. Eaton’s survey records for town roads. Found it interesting, but no metes and bounds for Hales Hill Road. Will check old records and the Registry of Deeds.

PUBLIC COMMENTS: Wetterskog asked if the Rapid Renewal program is just for motor vehicles or anything that needs to be registered. Assumption that it would be for anything that needs to be registered.

EXECUTIVE SESSION: Entered executive session with town attorney to discuss Title 1, § 405.6 – legal rights and duties, at 4:27 p.m., out of session at 4:52 p.m.

ADJOURN: There being no further business, moved, seconded and voted 3-0 to adjourn the meeting at 6:55 p.m.
