SELECTMEN’S MINUTES
August 11, 2022
Opened the meeting and declared a quorum present. Selectmen present: Ben Astbury, Colby Pert, Michael Sheahan. Also present: CEO Duane Ford, Clerk/treasurer Cindy Reilly, Assistant Barbara Grindle, Daryl Astbury, (by phone Jerry Wetterskog).
There being no errors or omissions in the records of the last meeting, moved, seconded and voted 3-0 to accept them as written.
Reviewed and signed the treasurer’s warrant for $13,501.64: administration $157.28; road signs $677.77; versant $431.12; fire protection $339.36; general assistance $542.30; roads $11,500.
CEO REPORT: Did the site walk at Frank’s Flat, Selectman Pert was familiar with the terrain and was a great help; a new temporary float at the end of Castine River Estates; the new yurt in No. Sedgwick needs a building notification form, walked to the shore and there doesn’t seem to be any disturbance of the shoreland; did an inspection of the shoreline of Walker Pond by boat, the shore property in question really needs to replant, will be seeing that it is done; received notary public certification renewal; following up on construction on Means Hill; hoping that when tax bills are received that the notice about building notification forms will encourage taxpayers to get their forms before doing any work.
DISCUSSION ITEMS: 1) Winter Road Maintenance Bid – Moved, seconded and voted 2-0 (Astbury abstained) the snow contract was awarded to Daryl Astbury Construction for $225,000 for the year 2022-2023 with the option to renew. There will be a special town meeting on September 15, 7 p.m. at the town office to approve funding for the sand and salt for the winter roads, salt is priced from Harcross at $79.50 per Ton.
2) Unresolved Business – a) there were 2 proposal bids for sand: Harold McQuinn bid $17.25 per yard, Paul Carter bid $15 per yard. Moved, seconded and voted 3-0 to award the sand to Paul Carter Construction; b) May need a person to mow the town office and the town house lawns the rest of the season. Will check; c) Selectmen to contact auditors to start the town audit by September 15 per new policy; d) the signs for Ferry Landing are being sent, Wetterskogs are still cleaning up garbage from the shore; e) Sedgwick Library would like to have a program presented by Havilah Hawkins at the Town House. Approved by selectmen as long as they have the necessary insurance.
PUBLIC COMMENTS: Schneiders were in for a moment to present their senior tax payment freeze. Assessor will be here Tuesday, August 23 and will start processing them.
ADJOURN: There being no further business, moved, seconded and voted 3-0 to adjourn the meeting at 6:40 p.m.
