SELECTMEN’S MEETING
July 28, 2022

Opened the meeting and established a quorum present. Selectmen present: Ben Astbury, Colby Pert, Michael Sheahan. Also present: Darrell Astbury, Matt Gray, Jerry Wetterskog, CEO Duane Ford, Assistant Barbara Grindle, (by phone: Christine diPretoro, Allen Kratz, David Carter).

There being a few corrections in the minutes of the last meeting, moved, seconded and voted 3-0 to approve them as amended.

Reviewed and signed the treasurer’s warrant for $5,477.95: fire protection $3,690.77; general assistance $452; legal $1,050; town dock $150; sludge $60; administration $77.18.

CEO REPORT: the parsonage in the village is pending sale; got information regarding the work done at Baptism Beach; because the work was adjacent to a road, they didn’t need the paperwork from the town, just from DEP; doing a site walk on two properties on Frank’s Flat, one a potential subdivision; contractor needs to do paperwork for a site on Byard’s Pt. Road; an owner on Black’s Pond has the paperwork for a building but it may need to be moved from the wetland edge, he is getting advice from an engineer; replacement inspector from DEP may not be assigned until the end of August; checking a building on Walker Pond to see how far the road goes toward the shore; looking for information on possible floats and a dock on the Salt Pond.

DISCUSSION ITEMS: 1) Opening the Snow Plowing Bids: One bid was received for $240,000. Will conduct an interview of the bidder .
2) Truck Noise on Graytown Road: Received two emails regarding truck noise and speed on Graytown Road. It is a state road under the control of DOT. They may put up yellow and black signs, but the paving work will be finished shortly. Sheahan will respond to the emails.
3) Town Resolution for Community Resilience Partnership – Kratz gave a quick rundown on the program created by the Governor. Asked to clarify how and why this would benefit the taxpayers of the town. Will amend the resolution to clarify the benefits and the program.
4) Unresolved Business: a) Sheahan contacted White Sign for signs for Ferry Landing Access, an 18×24 sign is $70.35 and will be delivered in about 2 weeks. b) asked about a stop sign on High Street to the bridge; this is an DOT issue, will ask about signage; c) the Ellsworth American’s issue to honor veterans is $31, moved, seconded and voted 3-0 to take an ad; d) reminder: will conduct an interview with the potential snow contractor.

ACTION ITEMS: none

PUBLIC COMMENTS: Gardiner Schneider asked about the procedure for freezing the taxes of senior taxpayers. The assessing agent is checking into the regulations of this new benefit.
