SELECTMEN’S MEETING (Draft Minutes)

September 3, 2020

 

Opened the meeting and established a quorum present.  Selectmen present: Ben Astbury (by phone Bob Publicover, Michael Sheahan).  Also present:  CEO Duane Ford, Assistant Barbara Grindle (by phone Jerry Wetterskog, Fire Chief David Carter, PBP reporter Jeffrey Roth).

There being no errors or omissions in the records of the last meeting, roll call voted 3-0 to approve them as written.

Reviewed and signed the treasurer’s warrant for $91,407.43:  clearing M/V $1939, I/F $874.50, H/F $25, plumbing $265, administration salaries & taxes $6,625.16, survey deposit $5,000, misc. $1,273.55; fire protection $666.67, sludge $320, fees $379.40, town dock $241.93, school $73,758.09.

CEO REPORT: Working with Steve Blaisdell on the town dock grant for the Planning Board, gave a power pole permit for a property on Blacks Pond with construction planned for next year, checking on Hayden Torrey’s fence, checking with Webb Construction re. Silvermine/Reach Road work, watching for a permit for a graywater system, a Carter Point owner has caught up with construction and asked about the fence across the road, just driving around checking on everyone and everything.

FIRE CHIEF REPORT:  The trucks were serviced and pump tests done Tuesday, doing outside training in smaller groups and fine tuning responses with Deer Isle and Stonington.  This winter will be meeting inside with social distancing, willing to host the Planning Board meetings in the truck bay or in the meeting room.  Also willing to host the voting for November 3 election.

DISCUSSION ITEMS: Superintendent/school update:  Astbury will email superintendent for a time.             Election location/equipment:  The Fire Department has adequate space to host the election.  Roll call vote 3-0 to hold the election at the Ridge Road Fire Station.  Also will hold the special town meeting at the Fire House on October 15.  The fire department members will clear out the space and place markers for 6 foot social distancing.

Straw poll questions for November 3 election?:  Think about questions for next week.

Bid from Ray McVay – Painting the front of the Town House:  McVay last painted the town house in 2006.  Estimate for scraping, priming and painting 1 coat $5,100.  He will try to have it done before the November election.  Roll Call vote 3-0 to accept Ray McVay’s bid to paint the front of the Town House for $5,100.

Any Unresolved Business:  Publicover reported that there has been no word from GWI re the broadband grant.

Met on Sept. 1 Blue Hill/Surry Transfer Station Committee to discuss the current agreement with our 3 towns, and the status of MRV/ Fiberight/and Coastal Resources.  On Sept. 2 the SBBTSRC met with two engineers to walk potential sites for a transfer station.  Discussions with Blue Hill/Surry and the Sedgwick

Brooklin, Brooksville Transfer Station Research Committee local research committee will continue.

 

ACTION ITEMS:  Accepted bid from Ray McVay to paint the front of the Town House 3-0.

Harbor Committee wants a solar light at the dock, and to be sure the changes to the ordinance are included in the special town meeting.

 

ASSISTANT’S REPORT:  General Assistance changes for 2020-21 are here, they require a public hearing before going into effect on October 1.  Selectmen will include them at the public hearing to be held Sept. 24 at 7 p.m.

 

PUBLIC COMMENTS:  Wetterskog asked if the October 15 meeting will be open to teleconferencing.  Publicover will set it up.
