SELECTMEN’S MEETING (Draft Minutes)
August 20, 2020
Opened the meeting and declared a quorum present. Selectmen present: Ben Astbury (Bob Publicover by phone). Also present: CEO Duane Ford, Assistant Barbara Grindle (Jerry Wetterskog by phone).
There being no errors or omissions in the records of the last meeting, moved, seconded and roll call vote 2-0 to approve them as written.
Reviewed and signed the treasurer’s warrant for $43,211.91; fees $158, clearing/mv $1,680.10, education $41,190.09, sludge $120, administration $63.72.
CEO REPORT: Discussion with a potential taxpayer about building regulations; building notifications for Roy Boys, business and personal; questions about a building project from a neighbor; complaints to be followed up regarding a deck and possible water level problem on Black’s Pond, have sent photos to DEP and they are concerned, selectmen to discuss problem since this is within a protected resource area, CEO will actively follow up; the three cabins on Carter Point may need to come to the Planning Board if they are to be rented, since this would constitute a change of use.
DISCUSSION ITEMS: 1) MCHT Grant Acceptance update: Lawyers have checked the warrant article in the town report that gives selectmen authority to accept and use grants for which they were written. Should have a public hearing for the legislative body to be aware of the alewife project and what is going to be happening in 2021.
2) Any Unresolved Business: Add a toll free phone to Free Conference Call so anyone can call in to the teleconferences free of cost. Moved, seconded and roll call voted 2-0 to get the program.
Voted to authorize Chris diPretoro to purchase whatever soil additives that she needs for the landscaping at the Town Office.
Publicover attended the school committee meeting: School will be in session on September 8 for those children, and parents, that are comfortable with in-class learning. Remote learning will be available for those that are not comfortable. Also mentioned that because of the non-use of the building, there is money being saved which may help the budget for the rest of the year.
Astbury attended the transfer committee meeting with Attorney Ed Bearor; they will continue to discuss options.
Reminder that the selectmen will meet with assessing agent Matt Caldwell on Wed., at 1 p.m. to discuss financing options regarding the solar project.
Astbury has mowed the Salt Pond Access and the fields around the town office have also been mowed.
