SELECTMEN’S MINUTES (Draft Minutes)
July 23, 2020
Opened the meeting and established a quorum present. Selectmen present: Ben Astbury (Michael Sheahan, Bob Publicover by phone). Also present: CEO Duane Ford, Assistant Barbara Grindle, (Jerry Wetterskog, Matthew Swansburg by phone).
Corrected one typographical error and minutes accepted with the correction. Roll Call vote 3-0.
Reviewed and signed the treasurer’s warrant for $141,286.71; clearing $2,112.72, fees $211, Education $112,724.75, administration $286.93, sludge $60, dock $120, fire protection $162.33, fire truck loan $25,009.86, Emera $374.37, general assistance $390.07.
CEO REPORT: All in all a quiet week. Herrick Road septic fail, waiting for contractor, subdivision changes under way, work proceeding on 159 Carter Point, may need to come to Planning Board, work being done slowly on a Main Street home.
FIRE CHIEF REPORT: All trucks serviced and inspected and hose tests were good.
DISCUSSION ITEMS: 1) Borrego Solar- Swansburg updated selectmen on progress of the Caterpillar Hill solar project and answered questions about taxes on the finished project. It has been approved by the Planning Board and will bid out by the end of this month. Results will be in the end of August or the first part of September. Several ways to approach the tax question, currently they are a tax exempt entity in Maine. They hope to be able to start construction in early spring of 2021 and be completed in 4-6 months. It may take more time for the utility to do the work to turn it on. Selectmen had questions which Mr Swansburg answered concerning 1) other towns and people benefitting 2) a tax payment agreement (decided to consult assessing agent), and 3) the bidding for ‘blocks’, a complicated process of division between bidding companies.
Snow Removal – approved the ad to be placed in the newspapers for two weeks. Assistant will place on MMA site.
SBBTSC meeting update: Sedgwick, Brooklin, Brooksville Transfer Station Committee will meet in the Brooklin gymn at 4:30 Tuesday, July 28. A letter has been finalized and sent to Blue Hill regarding the Blue Hill/Surry Transfer Station.
Received a letter from Ciona Ulbrich regarding the Bagaduce Alewife Restoration which will start construction in late July.
