TOWN OF SEDGWICK
SELECTMEN’S MEETING
April 19, 2018

Opened the meeting and declared a quorum present. Selectmen present: Ben Astbury, Michael Sheahan. Also present: Fire Chief David Carter, CEO Duane Ford, Clerk/treasurer Cindy Reilly, Assistant Barbara Grindle, Ciona Ulbrich, Mike Thalhauser.

There being no errors or omissions in the minutes of the last meeting, moved, seconded and voted 2-0 to accept the minutes as written.

Reviewed and signed the treasurer’s warrant for $306,804.83; tarring for $350, legal for $320, Wardwell Oil for $140, Emera for fire, town office, town house and streetlights $475.20, school $74,238.75, and payment for the new fire truck $230,465.

NEW BUSINESS: Signed the mutual aid for the town of Deer Isle with no changes.
Ulbrich and Thalhauser explained plans for expanding the alewife watersheds in the Bagaduce River and several ponds. They want to apply for federal funds so have two engineering firms engaged to do testing and collecting data toward doing the paperwork for applying for the grants. They are warning that the paperwork will take a great deal of time and the project will be years in the works, even after money is available. The town of Brooksville and Sedgwick could cooperate in several of the areas. Stocking will be taking place in some ponds soon, others may be later.
Discussed the tarring and then moved, seconded and voted 2-0 to sign the contract with Pavement Management for tar bidding.

OLD BUSINESS: Have discussed the DOT and Hales Hill Bridge with Brooklin, waiting for a reply from DOT to see what they will help with, if anything, Astbury will try to contact them again and then see if a meeting is necessary with Brooklin. The signs have arrived to post the bridge.
Met with the town attorney and his partner. Jim Patterson is retiring in June and Diane O’Connell will be taking over from him. Discussion centered around the Town Dock and acquisition of the easement and some adjacent property. Moved, seconded and voted 2-0 to have the CEO continue discussions with the owners.
A taxpayer’s ownership is being questioned on three lots. A will has been registered but not probated. Will continue researching to see who the owner of record is.
Will sign the ballot clerk appointments next week. Many thanks go to Deanne Grimmig, Pam McFarland and Sarah Everdell, who served at last week’s special meeting at which permission was given to secure a loan ($23,167) to finish paying for the department’s new truck. The truck will be arriving at its new home in Sedgwick this weekend.

CEO REPORT: Following up several things from last week. Learned that there are pews and an organ available at the former 7th Day Advent church property on Caterpillar Hill if anyone is interested.

Amend minutes from April 12 special meeting: The amount quoted $23,167 was not to be borrowed, it was to be appropriated from the fire equipment reserve account for the final cost of the new fire truck. Amend April 19 minutes to reflect the change from borrowed to appropriated from the Fire Equipment Account.
