SELECTMEN’S MINUTES
August 17, 2017

Opened the meeting and established a quorum present. Selectmen present: Ben Astbury, Colby Pert, Michael Sheahan. Also present: Ciona and Hans from Blue Hill Heritage Trust, Bob Publicover, Christine dePretoro, Dennis DeSilvey, CEO Duane Ford, Assistant Barbara Grindle.
There being no errors or omissions in the minutes, moved, seconded and voted 3-0 to dispense with reading the minutes of the last meeting and accept them as written.
Reviewed and signed the treasurer’s warrant for $69,034.53, education $64,316.02, $382.22 postage for 30-day notices, $350 for mowing the town office and town house, $130 for fire department expenses.
NEW BUSINESS: DeSilvey presented the selectmen with a request for changes in the harbor fees. He will secure a letter from the Brooklin selectmen confirming their approval of the fee for Brooklin dinghys at Sedgwick’s dock. The rest of the fee changes were approved.
CEO will make out the applications for planning board approval for the Salt Pond Access road portion that is in the Shoreland Zone and the permit-by-rule from DEP for the design for the bottomless culvert for the selectmen to approve and sign.
Mileage policy was changed to read ‘the federal IRS rate.’ Will be signed next week.
Blue Hill Heritage Trust presented a sample letter of intent for the town’s support of their Caterpillar Hill financing requests. With a few changes made to the letter, the selectmen will sign it next meeting and BBHT representatives will pick it up.
DiPretoro asked that the Town Landscape Committee, which has been dormant for some time, meet to help her with planning some landscaping and planting around the town office. The funds in the landscape account should not be spent without approval from the committee and the selectmen. These funds were a memorial for former selectman Tom O’Connor.
The road nearly in front of the Town Office will be closed from Aug. 21 until Aug. 27 for the installation of a new culvert in the brook. Please use Christy Hill Road or Hales Hill Road as detours.
Received a copy of a new private burial ground for records.
OLD BUSINESS: We now have a copy of the registered deed and map. Work is going forward on the road. Permitting will be needed for portions of the road and CEO will take care of them.
Special town meeting for the marijuana ordinance going ahead in spite of the Legislature’s overhaul which is just out of committee. The legislature hopes to pass it in October, but the retail portion will not be ready, even by February when their moratorium runs out. The regulations may possibly not be ready and passed until October of 2018.
The town has received a dividend of $896 on the worker compensation fund.
CEO REPORT: Has contacted John Cullen of DEP about the permit by rule for Salt Pond access. Met with Steve Blaisdell for engineering for the erosion on the Town Dock permit application. Still working on the Shoreland Zoning Ordinance and floodplain properties.
