SELECTMEN’S MINUTES
June 1, 2017

Opened the meeting and established a quorum present. Selectmen present: Ben Astbury, Colby Pert, Michael Sheahan. Also present: Robert Jones, Bob Publicover, Fire Chief David Carter, CEO Duane Ford, Treasurer/clerk Cindy Reilly, Assistant Barbara Grindle.

There being no corrections or omissions in the minutes, moved, seconded and voted 3-0 to dispense with reading the minutes of the last meeting and accept them as written.

Reviewed and signed the treasurer’s warrant for $48,550.42; transfer station payment $26,367.50, mowing town house and town office $210, general assistance $395.88, salaries and taxes $9,319.52, additional administration $595.68, Walker Pond mowing $660, town house door $2,897.20.

NEW BUSINESS: Report from the Animal Control Officer that she has had to call on her state supervisor for an on-going problem with dogs.
Fire Chief Carter reported on the County Commissioner’s possible plan to have the dispatching for Hancock County done by Penobscot County. He will keep the selectboard appraised of what they decide to do.
Kermit Allen was given authority to take care of the leaves at the town house and take down a tree at the town office. Moved, seconded and voted 3-0 to have him do these two jobs.
Gave volunteer insurance papers to the fire chief to look over. All firefighters in town are volunteers.
Request from a taxpayer for funds for a party honoring Dr. B. Since this is the second request of this type, and funds are not approved by the town for them, discussed putting a warrant article in the annual report next year. Individuals may contribute food or money to the party.
Signed three quit claims.
Sheahan reported on school population and the problem of Superintendent Agreements of out-of-town students. Approximately 10% of our students are not Sedgwick residents, next year there may be more. This could cause a problem in the classroom structure. If the superintendent denies any of these students, the Commissioner of Education reviews the request and very seldom denies the student, leaving the school to absorb the cost of their education.

OLD BUSINESS: Reminder of the bid deadline next Thursday at 6 p.m. Bids will be opened publicly.
No written response from MMA on the question of recusal.
Reported that Skip Eaton from Deer Isle was the purchaser of the Caterpillar Hill auctioned property.

ASSISTANT STUFF: Presented and discussed the custom summary of disbursements from July 1 to May 30. Books close on June 30.
Planning vacation for first part of July. Will check dates and get back next week for confirmation.

CEO REPORT: Getting permits together with assistant for the spring work of the assessing agent. Writing letters to owners about several drainage issues. Still attending classes and workshops.
