SELECTMEN’S MEETING
October 8, 2015
Opened the meeting and declared a quorum present. Selectmen present: Ben Astbury, Neil Davis, Nelson Grindal. Also present: Charlie Wiggins, Robert Jones, Robert Publicover, CEO Duane Ford, Tax Collector Belinda Rooney, Assistant Barbara Grindle.
Read and approved the minutes of the last meeting with one correction. The minutes read that a temporary dock would come out of the water in 17 months. A dock is temporary if it is only in the water 7 months of the year.
Review and signed the treasurer’s warrant for $11,922.37; one abatement for $350.21, corrected donation for $1,921. Fire dept. bills for $5,326.94, and administration bills for $942.87 including workman’s comp. for $543.60.
Treasurer/clerk/tax collector – Voted 3-0 to have David Anderson as warden for the November election.
Astbury will check the town house to make sure it is ready for the election.
Clerk ordered new voter registration cards and 2015 tax forms (included in administration expenses).
Toilet and garbage to be discontinued for the winter at Town Dock.
OLD BUSINESS: Davis explained that the town attorney has been requested to provide further guidance; specifically regarding the town’s responsibility involving the septic system. Will wait for response from attorney before asking for a meeting.
Dennis Desilvery spoke with Dan Stewart from DOT; the SHIP grant money can be used for various purposes. Stewart to be at the Harbor Committee meeting next Thursday at 5 pm.
Snow removal contract – Davis updated the board on a change in the contract. Grindal stated that Sedgwick pays $30,000 more per year than a similar town with the same amount of mileage and size. Discussed the possible causes. The contract is different than Brooklin’s contract. Grindal suggested it was wasting the town’s money on the contract. He said he was willing to accept responsibility for having the wrong amount at last year’s town meeting. Moved, seconded and voted 2-1 (Grindal) to accept David Webb’s contract for the 2015-16 season as was negotiated between all three selectmen and Webb. Grindal refused to sign the snow contract.
Salt/Sand shed – Moved, seconded and voted 3-0 to accept the agreement with DOT for the use of their facilities. Signed the contract. Will discuss fuel cards after the paperwork has been received.
Grindal moved to set the snow contract at $160,000, the same amount as that of Brooklin. No second, motion failed.
Waiting for Woodward’s estimate for the Hearse House shingling.
Astbury to call Haskell Electric for a motion light for the handicap entrance. Moved, 2nd, vote 3-0.
CEO REPORT: Hazard tree assessment at Walker Pond. Working on several new homes, temporary dock, parking for BHHT on Rope Ferry Road and the old landfill site.
ADJOURN: There being no further business, it was moved, seconded and voted 3-0 to adjourn at 6:40 pm.
