SELECTMEN’S MEETING
October 26, 2023

Opened the meeting and established a quorum present. Selectmen present: Ben Astbury, Susan Ford, Colby Pert. Also present: CEO Duane Ford, Assistant Barbara Grindle (Makayla Damon).

There being no errors or omissions in the records of the last meeting, moved, seconded and voted to approve them as written.

Reviewed and signed the treasurer’s warrant for $10,796.60: clearing/MV $3,378; M/V exercise $81.99; administration $709.90; sludge $240; general assistance $400; roads $3021; fire protection $2,579.07; town office $161.12; town house $20.51; streetlights $156.78; snow $48.24.

CEO REPORT: 1. Signed and returned Versant permits for AEE Clean Energy for two lots on Caterpillar Hill’s solar project ; 2. Took measurements at the Smith property on Black Pond and will send the information to DEP; 3. The energy company called about a building notification for solar panels on a home on Loons Lane; 4. O’Connor called about changing a porch configuration on 254 Cooper Farm Road, contractor not present but everything appeared all right, will check back with the contractor; 5. Checked on the Darrel Brown property on Walker Pond, some new tree planting has been done and they are now living in the home; 5. Met with town attorney and will report to the select board.

DISCUSSION and/or ACTION ITEMS: 1) Eskay Auto Renewal – Having heard no complaints, moved, seconded and voted 2-1 (Ford abstained) to grant his license renewal.
2. Makayla Damon – Questions about a medical marijuana project. Because the town opted out with the state, we do not have any ordinances regarding such a project. Selectmen recommended she discuss the needed process to present a petition to the selectmen for possible inclusion in the warrant for town meeting in March.

UNRESOLVED BUSINESS: a) Ford will attend the school board meeting and check on what is going to be done about the leaking roof, b) Clerk sent some information to the auditors Tuesday; tax collector will send the rest, c) Matt Heat Pumps will be installing the heat pumps at the two fire houses and the town office by the end of November, Woodward is doing an estimate for the work in the basement, d) GSA will be closing the boarding program at the end of the year, e) attorney is working on an article for the town warrant to clarify the sale process for town-owned property, f) cleaned up several housekeeping items.

ADJOURN: There being no further business, moved, seconded and voted 3-0 to adjourn the meeting at 6:43 p.m.
